Notice of Funding Availability (NOFA) – added 5/20/20

In response to the Coronavirus Pandemic (COVID-19), President Trump authorized the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136 on March 27, 2020. In addition, the Department of Housing and Urban Development (HUD) has issued memorandum that provides guidance and the necessary statutory suspensions and regulatory waivers to enable HOME Participating Jurisdictions (PJs) affected by the COVID-19 pandemic to use HOME tenant-based rental assistance (TBRA) funds to facilitate urgent housing assistance to the communities and families experiencing financial hardship.

While HOME program funds are primarily a resource for the physical development of affordable housing, the Department recognizes that the COVID-19 pandemic has caused widespread economic damage and created an unprecedented need for housing assistance among individuals and families directly affected by these unanticipated economic changes. The suspensions and waivers provided in the memorandum allow Waukesha County and the HOME Consortium to use HOME funds for TBRA to individuals and families experiencing financial hardship as a result of the COVID-19 pandemic.

Waukesha County is seeking applications for eligible activities from 501(c)(3) or government entities that have an active registration in SAMs, are able to provide audited financial statements, and comply with all other HOME regulations. This application process is intended to identify and secure contract(s) with non-profit agencies or government entities who demonstrate experience, commitment and capacity to carry out one or more of the proposed services defined in the following Scope of Work. Waukesha County will work to execute contracts as soon as possible based on HOME Board approval and HUD approval with an end date of June 30, 2021. Contracts will be reviewed and may be extended at that time.
